You can now submit a mod if you want it to be W3C validated

I will review all submitted mods in the order they are submitted, you will get a message from me when I come to your submission.

If you submit a mod where the author is not you, I would first contact the author at www.phpfusion-mods.com and get the authors permission to have it in my MOD database when I have validated it, If i don't get permission to that the submitted mod will be rejected.
